to the conclusion that the popular advertisement leaderette advocated on page 10 of the report as a suitable method of press propaganda will not deal with immediate self- disinfection, but with some other form of imediate treat- ment lega efficacious but more in accordance with the views

of the National Council,

7. In order to ascertain the reasons which have led

the National Council to reject the method of self- disinfection immediately after exposure to infection we have examined a mass of pamphlets left in the hands of the Government by the writers of the report, and from among these we have selected the following:-

(a) Fifth Annual Report of the National Council for

Combating Venereul Diseases, June, 1919, to June,

1920.

(b) Parliamentary White paper (Und 322). ▲ note by the Chairman of the inter-Departmental Committee on infectious diseases in connection with demobiliu- -ation on Prophylaxis against Venereal Disease,

Paper on Prophylaxis for the Civil Population issued by the National Council.

In (a) pages 30 to 33 the question is discussed and it is recorded that in the course of a debate in the House of Lords on the 10th December, 1919, Lord Sandhurst speaking for the Government stated that he would be prepared to sanction the issue by the Ministry of Health of advice in some such form as the following:-

"Those who have exposed themselves to infection are hereby advised that they have incurred grave risk of venereal disense. Persons who have incurred such risk of infection will certainly diminish that risk, to some extent at least, by effectively cleansing themselves immediately. They are further advised to watch careful- -ly for several weeks for the first signs of disease, and to seek medical advice at a clinic or elsewhere
